IMPLEMENTATION OF EASA PART - 66 - CONVERSION PROVISIONS

1. INTRODUCTION

1.1 Since the end of September 2006, the DCA enforces the EC Regulation 1592/2002 and its subsequent amendment Regulation (EC) No.216/2008 on common rules in the field of Civil Aviation and the Implementing Rule 2042/2003 Annex III.
1.2 Under these requirements:
  1. The holder of a certifying staff qualification valid in a Member State, prior to the date of entry into force of this Part shall be issued an aircraft maintenance license without further examination subject to the conditions specified in 66.B.300.
  2. A person undergoing a qualification process valid in a Member State, prior to the date of entry in to force of this Part may continue to be qualified. The holder of a qualification gained following such qualification process shall be issued an aircraft maintenance license without further examination subject to the conditions specified in 66.B.300.
  3. Where necessary, the aircraft maintenance license shall contain technical limitations in relation to the scope of the pre-existing qualification.
1.3 As far as Aircraft for which MTOM is above 5700kg is concerned, Cyprus DCA has decided to conform to Part 66 requirements on the 26th of September 2006.
1.4 As far as Aircraft for which MTOM is below 5700kg is concerned, Cyprus DCA has decided to conform to Part 66 requirements not before the 28th of September 2010.

2. CERTIFICATION REQUIREMENTS OF AIRCRAFT

2.1 Aircraft over 5700kg
The Maintenance of Aircraft with a maximum take-off mass above 5700 kg could be certified by engineers licensed in accordance with Part 66 or under protected rights, until 28 September 2006. After this date, all certifications must be performed by persons licensed in accordance with Part 66. Protected rights holders in order to be able to continue certifying their work must convert their protected rights to a Part-66 license.
2.2 Aircraft 5700kg and below
The Maintenance of Aircraft with a maximum take-off mass of 5700kgs or below must be certified by engineers licensed in accordance with Part 66 or under protected rights, including validations, until 28 September 2010. After this date, all certifications must be performed by persons licensed in accordance with Part 66. Protected rights must be converted into a Part 66 license before 28 September 2010.

3. APPLICATION

3.1 All protected rights holders who wish to proceed with the conversion for a Part-66 license, they must submit EASA Form 19(NQC) to the Department of Civil Aviation.
