AIC C 008/2009 - Effective 10 Nov 2009
CERTIFICATION OF MAINTENANCE FOR AIRCRAFT LESS THAN 5700KG MTOM, NON COMMERCIAL OPERATION

1. INTRODUCTION

The certification for maintenance work on aircraft of less than 5700kg MTOM, in non commercial operations, can only be performed either by Part 66 license holders or through Part M subpart F or Part 145 maintenance organizations, in accordance with Commission Regulations (EC) 2042/2003 and 1056/2008. In addition, the Cyprus Department of Civil Aviation (DCA) has adopted the validation of non EU engineer licenses, such as the ones issued by the American FAA, as its National system, until the 28th September 2010.

2. THE REQUIREMENT

It is expected that all relevant maintenance work will have to be certified by persons holding such qualifications and as such it is their responsibility to make sure that they should exercise their privileges within the strict boundaries of their particular qualification.
It is also required that Part 66 license holders (whether issued by the DCA or another EU country) should clearly use their license number, together with their signature, when certifying for maintenance work. The use of any other reference number will invalidate the release.
For holders of DCA validated licenses, it is imperative that they should use the unique number given to them by the DCA, which is prefixed by E/.. together with their signature.

3. AIRCRAFT OWNERS/OPERATORS

As of the 28th of September 2009, with the introduction of the Part M requirements, the aircraft owners/operators, within the scope of their responsibilities for the correct maintenance of their aircraft, should at all times confirm that the persons or organizations undertaking the maintenance of their aircraft must possess the necessary qualifications to do so, especially in terms of type and/or group ratings.
