EUROPEAN REGULATION ON OCCURRENCE REPORTING, ANALYSIS AND FOLLOW-UP

1. GENERAL INFORMATION

Occurrence reporting, analysis and follow-up is an essential element of the State Safety System, as described by ICAO Annex 19 and ICAO Document 9859 (Safety Management Manual). Regulation (EU) No. 376/2014 on the reporting, analysis and follow-up of occurrences in civil aviation came into effect on 20 April 2014. It becomes applicable on 15 November 2015. This Regulation repeals Directive 2003/42/EC of the European Parliament and of the Council, and Commission Regulations (EC) No. 1321/2007 and (EC) No. 1330/2007. It also amends the aircraft accident investigation Regulation (EU) No. 996/2010.
This Regulation becomes applicable on 15 November 2015 and organizations have until that date to comply.

2. REQUIREMENTS IMPOSED ON AVIATION ORGANISATIONS BY THIS REGULATION

Regulation (EU) No. 376/2014 applies, among others, to organizations providing aviation products and services, including:
The requirements imposed on these organisations by the new Regulation are summarised in the table below. However, each organisation shall review the new Regulation and comply with all requirements as applicable.
