NON-LARGE AIRCRAFT MAINTENANCE PROGRAM

1. INTRODUCTION

Regulation (EC) 2042 of 2003 becomes effective for non-commercial aircraft on the 28th of September 2009 (Regulation (EC) 1056 of 2008 refers). Therefore, as of September 2009 all aircraft on the Cyprus register that are not involved in commercial air transport should comply with the provisions of Part M. One aspect of this requirement is the development of a maintenance program in the format and in accordance with the provisions of Part M paragraph M.A.302 and the associated AMCs.

2. THE REQUIREMENT

Owners of all non-large aircraft that are not involved in commercial air transport should submit to the DCA for approval a maintenance programme for their aircraft, developed in accordance with the provisions of Part M, paragraph M.A.302, AMC to M.A.302 and Appendix I to AMC M.A.302 and in the format specified by the regulation. By the 28th of September 2009 all aircraft on the Cyprus Register must have their maintenance programmes approved by the DCA in accordance with these Part M provisions.

3. AIRCRAFT OWNER / OPERATOR OPTIONS FOR COMPLIANCE

The Airworthiness Section of the DCA Safety Regulation Unit, in order to assist owners / operators to meet these new requirements, has developed a generic maintenance program which was presented to aircraft owners on the 19th of March 2009. This program, referred to as DCA/NLAMP/2009 Issue 1, can be easily adopted and customised by the aircraft owners to their own aircraft, should they so wish.
This generic program is available from the Airworthiness Section of the DCA Safety Regulation Unit in both printed and electronic format and instructions on its use can be provided. After customisation it can be submitted to the DCA for approval.
It should be emphasised however that the owners / operators also have the choice of developing their own aircraft maintenance programme which can be accepted and approved provided that it meets the requirements of the European regulation.
Whichever method is finally adopted, the new maintenance programme must be submitted to the DCA for approval well in advance of the 28th of September 2009. On that date all aircraft on the Cyprus register must use a maintenance program in the EASA format that is approved as such by the DCA. An extension to this deadline is not possible and non-compliant aircraft will not be able to operate.

4. DEFINITION

Non-large aircraft: aeroplanes with less than 5700kg MTOM and single-engined helicopters with less than 3175kg MTOM
