EXAMINATION CREDITS FOR PART-66 AIRCRAFT MAINTENANCE LICENSE BASIC KNOWLEDGE REQUIREMENTS

1. INTRODUCTION

1. EASA Part 66.A.25 states that an applicant for an aircraft maintenance license or for the addition of a category or subcategory to such an aircraft maintenance license shall demonstrate, by examination, a level of knowledge in the appropriate subject modules in accordance with Appendix I to Part 66.
1.2 The basic knowledge examinations shall be conducted by a training organisation appropriately approved under EASA Part-147 or by the competent authority.
1.3 For the time being, and until Part-66 Regulation is amended, the Department accepts applications to issue EASA Part-66 licenses from applicants who had successfully passed their basic examinations only through a Part-147 approved maintenance training organization.
Basic examinations conducted by NAA’s of other EASA member states cannot be accepted as Regulation (ref 66.B.405 (B)) is not permitting the grant of credits to qualifications that were obtained outside Cyprus.

2. EXAMINATION CREDITS FOR CAT. “A”, “B1” & “B2” AML

2.1 EASA Part 66.A.25 (c) states that “The applicant may apply to the competent authority for full or partial examination credit to the basic knowledge requirements for (a) basic knowledge examinations that do not meet the requirements of Part-66 and (b) for any other technical qualifications considered by the competent authority to be equivalent to the knowledge standard of Part-66.”
In the cases above and in accordance with EASA Part 66.A.25, Part 66.B.400 and Part 66.B.405, DCA will need to evaluate the qualifications in order to confirm the exemption.
Credit for examinations can only be granted by the competent authority of the Member State in which the qualification has been obtained. This means that DCA cannot grant examination credits for qualifications that they were not obtained in a university, college etc located outside Cyprus.
2.2 The Department in cooperation with the University of Cyprus had prepared Credit Reports for the courses of Mechanical and Electrical Engineering that are delivered by the University.
The objective was to determine whether applicants who graduated from the University of Cyprus and are holders of Bachelor of Science or Bachelor of Engineering Degrees on the above courses, could be entitled for examinations credits on some subjects contained in Appendix I of Part-66 regulation.
The concerned modules are:
2.3 Based on the Examination Credit Reports, the Department decided to grant examination credits to holders of BSc or BEng Degrees as follows:
  1. For holders of Mechanical Engineering Degrees:
    1. Category B1 AML applicants will be fully credited Modules 1 & 2.
    2. Category B2 AML applicants will be fully credited Modules 1 & 2.
  2. For holders of Electrical Engineering Degrees:
    1. Category B1 AML applicants will be fully credited Modules 1, 2, 3 & 4.
    2. Category B2 AML applicants will be fully credited Modules 1, 2, 3 & 4.
2.4 Graduates from other Cyprus Universities with degrees as above or similar to the above (e.g. Aeronautical Eng, Avionics Eng, etc) are also entitled to apply to DCA for examination credits evaluation.
Prerequisite to proceed with degree assessment is that the academic degree has been already accredited and authorized by Cyprus Council for the Registration of Higher Educational Qualifications (KY.S.A.T.S.)
For the cases above the applicant would have to develop in cooperation with the university concerned, the necessary examination credit report.
The report should only be submitted when Licensing Section has already been informed and accepted the review of the case. The examination credit would be given only if the report is approved.
