AIRCRAFT EMERGENCY LOCATOR TRANSMITTER (ELT) CODING AND REGISTRATION

1. GENERAL

The Cyprus Register of all COSPAS-SARSAT 406 MHZ emergency beacons is kept by the Joint Rescue Coordination Centre (JRCC). The Cyprus Department of Civil Aviation is responsible for collecting and forwarding to the JRCC all information on ELTīs that are installed on Cyprus Registered Aircraft. The ELT installed should be of a type approved by COSPAS-SARSAT. Approved types of ELTīs are found in the COSPAS-SARSAT website at the following link: http://www.cospas-sarsat.org.

2. ICAO AND EASA REQUIREMENTS

The requirements for the installation, carriage and operation of ELTs are defined in ICAO Annex 10 – Aeronautical Telecommunications, Annex 6 – Operation of Aircraft, EU-OPS 1 and JAR-OPS 3.

3. ELT CODING

The Emergency Locator Transmitters (ELT) operating on 406 MHZ have the capacity to transmit a programmed digital message which contains information related to the ELT and the aircraft on which it is carried. In Cyprus, ELTs operating on 406 MHZ are to be coded with the Cyprus Country Code 209 and the aircraft registration. An acceptable alternate coding protocol is the 24-bit aircraft address which can be provided by the Safety Regulation Unit of the Cyprus Civil Aviation Department. ELT coding can be carried out either by the manufacturer or by other approved aviation workshops. A detailed description of beacon coding is contained in COSPAS-SARSAT specification C/ST.001 (406 MHZ Distress Beacon).

4. ELT REGISTRATION

All ELTs installed on Cyprus registered aircraft shall be registered with the Cyprus JRCC. The attached notification form should be completed, signed and submitted to the Department of Civil Aviation, Safety Regulation Unit at the address and fax Number stated on the form. A workshop report should also be submitted as proof of correct coding.
