EASA REGULATIONS AND IMPLEMENTING RULES

1. GENERAL INFORMATION

On 15 July 2006, the European Union adopted Regulation (EC) No. 1592/2002 of the European Parliament and of the Council on Common Rules in the Field of Civil Aviation and establishing EASA (European Aviation Safety Agency) which creates EU competence on various fields related to the regulation of Civil Aviation.
The European Commission has adopted the following implementing rules that apply to all aircraft registered in an EU Member State.
1. Commission Regulation (EC) No. 2042/2003 on the continuing airworthiness of aircraft and aeronautical products, parts and appliances, and on the approval of organizations and personnel involved in these tasks.
This regulation consists of four Annexes:-
Annex I    Part M
Annex II   Part 145
Annex III  Part 66
Annex IV  Part 147
2. Commission Regulation (EC) No. 1702/2003 laying down implementing rules for the airworthiness and environmental certification of aircraft and related products, parts and appliances, as well as for the certification of design and production organizations. Details of the requirements and procedures to this Regulation can be found in Part 21.

Regarding Acceptable Means of Compliance and Guidance Material, the Cyprus DCA under this AIC, is notifying operators and individuals that EASA EU Decision No. 2003/19/RM, as amended, is applied.
Under this Decision, the acceptable means of compliance and guidance material to be used for the continuing airworthiness of aircraft and aeronautical products, parts and appliances and of the approval of organizations and personnel involved in these tasks in accordance with Commission Regulation (EC) No. 2042/2003 are those laid down in the Annexes to this Decision.
