FLIGHT RADIO TELEPHONY OPERATORS LICENSE (FRTOL)

1. GENERAL

The Cyprus DCA has implemented the need of the Flight Radio Telephony Operator´s License (FRTOL) for all holders of a Cyprus pilot license in order to exercise their license privileges. The FRTOL will be a separate document, which must accompany the actual pilot license whenever its privileges are exercised. In order to obtain an FRTOL the candidate should pass a written exam and a practical RT test with a DCA authorised RT examiner.

2. REQUIREMENTS

It is an ICAO and JAR-FCL requirement, that all pilots’ licenses are endorsed with the individual’s level in English language proficiency. The ICAO scale for language proficiency is from 1 to 6 with level 4 to be the minimum operational level. Level 4 will require re-assessment every 3 years and level 5 every 6 years. No further re-assessment required for level 6.

3. PURPOSE

A candidate for a Cyprus FRTOL has the option to participate the VHF written exams only, in which case the FRTOL will be issued with the restriction of “VHF ONLY”, or both the VHF and HF written exams in which case the FRTOL will be issued without any restrictions.

During the practical test, for the FRTOL, the RT examiner has been authorised to carry out also English language proficiency assessments for level 6 (Expert) only.
Furthermore, the Cyprus DCA flight examiners are authorised to carry out during the conduct of a proficiency or skill flight test, English language proficiency assessment for level 6 (Expert) only.
